Any adult resident of New Castle County, Delaware, may submit artwork in this contest on behalf of a minor child or dependent under the age of 18. There is a limit of one entry per child.
Determination of whether a contestant meets these criteria shall be under the supervision of the New Castle Department of Public Works whose decisions shall be final in all matters relating to this contest. Employees, contractors, and any other individual having a financial relationship of any kind with New Castle County, Delaware Nature Society, or Water Words That Work, LLC are not eligible to participate. This competition is subject to all applicable federal, state and local laws and regulations. Void where prohibited by law.

The contest opens 12:00:01 AM Eastern Time (“ET”) on May 11t, 2020 and ends at 11:59:59 PM Eastern Time (“ET”) on June 12th, 2020. To enter, fill out the appropriate form on the contest website, https://cleanstreamcha.wpengine.com/. Submissions are counted only for those who completely fill out the entry form and submit completed art. Limit one entry per child.
Adults who submit line art provided by New Castle County and colored in by minor children or dependents will be entered into a sweepstakes for a random drawing of one of 35 Amazon.com gift certificates in the amount of $50 each.
Adults who submit freehand or digital art (drawing, painting, photoshop, photograph — no animation or videos) created by minor children or dependents will be entered into a judged contest. New Castle County Department of Public Works staff will select the top 12 entries based on:
Clear demonstration of environmentally preferable behavior in one of the five Clean Stream Champion categories (See www.cleanstreamchampion.org)
Distinct or unique treatment of the subject matter
Suitability for use in advertisements and other educational materials for New Castle County’s Clean Stream Champion program.
The prizes in this category are:

Second Prize: Amazon.com gift certificate in the amount of $125
Third Prize: Amazon.com gift certificate in the amount of $75
9 runners up: Amazon.com gift certificate in the amount of $50
New Castle County reserves the right to reject any entries that appear to be fraudulent or in excess of the quota of one entry per child.
Winners will be notified by phone or email on or about June 19th, 2020. Sponsor is not responsible for fraudulent calls or E-mails made to entrants not by Sponsor.
Parents or guardians who submit entries on behalf of minor children or dependents grant New Castle County unlimited rights to use all entries in advertisements and educational materials to promote the Clean Stream Champion program without any further compensation. At its discretion, New Castle County may identify the minor children who created the art using their first name and age only.
If for any reason, this contest is not capable of running as planned due to an infection by a computer virus, bugs, tampering, unauthorized intervention, fraud, technical failures, or any other causes beyond the control of the Sponsor which corrupt or affect the administration, security, fairness, integrity, or proper conduct of the contest, the Sponsor reserves the right at its sole discretion, to disqualify any individual who tampers with the entry process, and to cancel, terminate, modify or suspend the contest. The Sponsor assumes no responsibility for any error, omission, interruption, deletion, defect, delay in operation or transmission, communications line failure, theft or destruction or unauthorized access to, or alteration of, Submissions. The Sponsor is not responsible for any problems or technical malfunctions of any telephone network or telephone lines, computer online systems, servers, or providers, computer equipment, software, failure of any e-mail or entry to be received by the Sponsor due to technical problems, human error or traffic congestion on the Internet or at any Web site, or any combination thereof, including any injury or damage to participant’s or any other person’s computer relating to or resulting from participating in this Contest or downloading any materials in this contest. CAUTION: ANY ATTEMPT TO DELIBERATELY DAMAGE ANY WEB SITE OR UNDERMINE THE LEGITIMATE OPERATION OF THIS CONTEST IS A VIOLATION OF CRIMINAL AND CIVIL LAWS AND SHOULD SUCH AN ATTEMPT BE MADE, THE SPONSOR RESERVES THE RIGHT TO SEEK DAMAGES OR OTHER REMEDIES FROM ANY SUCH PERSON (S) RESPONSIBLE FOR THE ATTEMPT TO THE FULLEST EXTENT PERMITTED BY LAW. In the event of a dispute as to the identity or eligibility of any entry based on an E-mail address, the entry will be declared made by the “Authorized Account Holder” of the e-mail address submitted at time of Submission. “Authorized Account Holder” is defined as the natural person, 21 years of age or older, who is assigned to an E-mail address by an Internet access provider, online service provider or other organization (e.g., business, education institution, etc.) that is responsible for assigning E-mail addresses for the domain associated with the submitted e-mail address. Use of automated devices is not valid for Submission.
In regard to the prizes, no substitution, assignment, or transfer is permitted except that Sponsor reserves the right to substitute a prize of equal or greater value in the event that an offered prize is unavailable. By entering the contest, each participant (1) agrees to be bound by these Terms and Conditions; (2) agrees to release Sponsor, its member jurisdictions; vendors; affiliates, subsidiaries; and all related entities from all liability, claims, action, or proceedings relating to participation in the contest and from injuries or damages relating to the acceptance or use of the prize; and (3) consent to the use of the contestant’s name, voice, pictures, likeness, and entry for editorial, publicity, advertising and promotional purposes in any medium throughout the world in perpetuity without additional compensation unless prohibited by law.
